Dr. Wayne B. Fuller is a lifelong Cullman resident, business owner, and community leader who currently serves as Chairman of the Utilities Board of the City of Cullman. With decades of professional experience and a long history of civic involvement, Dr. Fuller brings thoughtful leadership and a strong commitment to serving the citizens of Cullman. Dr. Fuller was born and raised in Cullman and attended Cullman City Schools, graduating from Cullman High School.

After high school, he continued his education at Marion Military Institute and St. Bernard College before earning his Doctor of Optometry degree from Memphis State University. Following graduation, Dr. Fuller practiced optometry for one year in Decatur before returning home to Cullman to open his own practice in the same location where his father and uncle had served the community for many years. Today, he is the owner and president of Fuller Optical, LLC, where he practices general optometry with a specialty in contact lenses, including orthokeratology (Ortho-K), a treatment that corrects nearsightedness through specialized overnight lenses that provide clear daytime vision.

Throughout his career, Dr. Fuller has remained deeply involved in the Cullman community. He has served as president of both the Cullman Rotary Club and the Cullman Kiwanis Club and was recognized as a Paul Harris Fellow for his service through Rotary. He often references the Rotary Four-Way Test as a guiding principle in decision-making and leadership. Dr. Fuller has also been active in supporting youth programs, including coaching youth sports teams and encouraging his children’s participation in school activities. His children excelled in areas such as band, cheerleading, and majorette twirling, and his son Jay continues to perform as a drummer in the local community band.

Outside of his professional and civic roles, Dr. Fuller enjoys spending time with his family and playing golf, a passion he discovered at the age of 11 while caddying at the local golf course. Today, he especially enjoys competing in golf tournaments alongside his grandson. As Chairman of the Utilities Board, Dr. Fuller is proud to have played a role in major infrastructure investments that support Cullman’s continued growth. Among the accomplishments he values most is helping secure an additional water source for the community through the development of the Duck River Reservoir project. He is also proud of the continued improvements made by the Cullman Power Board to strengthen electric service reliability for local residents and businesses. Through his leadership, Dr. Fuller remains committed to supporting the infrastructure and services that help Cullman thrive now and into the future.
